Challenge claim

This API lets you challenge a claim for records that you disagree with.

Claims APIs are available only for our sandbox environment currently.

Challenge is only allowed when claim_status is open. The claim moves to under_review for Tamara.

Always send Idempotency-Key to challenge a claim.
